Joint Congressional Committee on Inaugural Ceremonies (JCCIC)
Overview
The Joint Congressional Committee on Inaugural Ceremonies is established every four years by an act of Congress to plan and execute the swearing-in ceremony for the newly-elected president of the United States.

Project 1: Refresh the Website Design

Primary project goals:
- Create a new web site interface using industry best practices and interface design principles that conveys the grandeur and importance of the government’s transfer of power from one chief executive to another;
- Using existing content, create a basic web site whereby visitors will be able to:
- Learn about the history of the swearing-in ceremony;
- Learn about the history of the luncheon;
- Access information about obtaining tickets;
- Access current information about day-of-event activities;
- Access interesting, anecdotal information about the 2009 swearing-in ceremony leading up to the event;
- Provide a simple, intuitive way for non-HTML-savvy people to create, edit, and add content (text, images, etc.) to the site;
- Section 508 compliance.
Project 2: Website Maintenance

Objectives for this website maintenance are limited to executing tasks as assigned by or approved by the JCCIC for maintaining, adding, or editing content on or the structure to the 2009 JCCIC website, http://inaugural.senate.gov.
Such tasks include:
- Managing all aspects of a Phased Rollout Plan (including but not limited to content preparation and approvals, graphics and image preparation and approvals, web page creation and approvals) as presented to the Committee by Brettro and agreed to by both parties;
- Preparing a site archive as prescribed by the U.S. National Archives and Records Administration for each phase of the JCCIC public web site;
- Preparing the Rotunda Plan home page;
- Ensuring the site’s Section 508 compliance as new content is added;
- Providing the appropriate printed and electronic documentation for the 2009 JCCIC archive for the U.S. National Archives and Records Administration; and
- Other duties, as necessary, within the confines of content and code creation for the JCCIC public web site, http://inaugural.senate.gov.
Project 3: Videos, Podcasts, and YouTube
Objectives for this development project are to:
- Capture existing digital video from its source and saved as a digital file that »»can be archived, edited, and encoded in multiple formats;
- Create 5 minute videos of two swearing-in ceremonies and two luncheons »»based on approved storyboards for both event types;
- Develop metrics for success of this project based on quantitative viewership »»and/or download data for a specific time frame;
- Develop a plan, based on achieving or surpassing the metrics, to create 5-minute videos of all swearing-in ceremonies and luncheons using the approved storyboards as templates;
- Create a 10–20 second video “bumper” branding the Flash video as a JCCIC/U.S. Senate/U.S. government video to provide both context for the video and brand consistency between videos;
- Create a 10–20 second video “bumper” branding the podcast video as a JCCIC/U.S. Senate/U.S. government video podcast to provide both context for the video and brand consistency between videos;
- Add or modify several pages on the JCCIC website to include the videos;
- Add a Video page listing all the videos in the History section;
- Add video and podcast links to each of the swearing-in pages specific to those videos;
- Add video and podcast links to each of the luncheon pages specific to those videos;
- Add a Video page to the Media section;
- Develop a public rollout plan to promote these content additions;
- Section 508 compliance, as necessary, to the videos.
